Saudi Arabia changes Umrah visa rule; to remain valid for 3 months from issuance date

With the pilgrimage season approaching, we’re also considering the Umrah pilgrimage. Those intending to journey to Mecca for this purpose must secure an Umrah visa. According to the Saudi Ministry of Hajj and Umrah, this visa remains valid for three months (90 days) from the month of its issuance. Now, what sets the Umrah visa apart from the standard tourist visa? The typical Saudi Arabia tourist visa permits multiple entries and is valid for 90 days, whereas the Umrah visa allows only a single entry and is valid for a maximum of 90 days.
If reports are to go by, the recent change in the visa rule is to streamline preparations for the upcoming Hajj season (June 14-19) 2024

As per the reports, under the older visa rule, the three-month (90 days) validity period for the Umrah visa began upon entry into Saudi Arabia. Now, under the new Umrah visa rule, the three-month validity of the visa begins from the day of issuance. For someone with an Umrah visa, it will be possible to enter the country and perform the Umrah pilgrimage.
It is also important to keep in mind that an Umrah visa does not mean that the visa holder can use the visa for employment or activities not related to pilgrimage. The Ministry of Hajj and Umrah has advised visitors to respect the new visa rules, not to misuse the visa, and most importantly, leave Saudi Arabia before the visa expires.

The Umrah visa does not allow visitors to perform Hajj rituals. You need a Saudi Hajj visa for that. The issuance of Haj 2024 visas closes on April 29.

India, Saudi Arabia ink Haj agreement with over 1.75 lakh pilgrim quota for 2024

India and Saudi Arabia on Sunday signed a bilateral agreement under which New Hyderabad has been allocated a quota of 1,75,025 pilgrims for the annual Haj pilgrimage in 2024.

Minority Affairs Minister Smriti Irani accompanied by Minister of State for External Affairs V Muraleedharan signed the Bilateral Haj Agreement 2024 with Saudi Minister of Hajj and Umrah Dr. Tawfiq bin Fawzan in Jeddah.

According to an official statement, a total quota of 1,75,025 pilgrims from India has been finalised for Haj 2024 with 1,40,020 seats being reserved for pilgrims to proceed through Haj Committee whereas 35,005 pilgrims would be permitted to proceed through private operators.

“Pleased to announce the formalisation of the Bilateral Haj Agreement 2024 between India and Saudi Arabia. I, along with Hon’ble MoS for External Affairs, Shri @MOS_MEA, presided over the signing. Also engaged in productive discussions on matters of mutual interest with @tfrabiah, Saudi Minister of Haj and Umrah Affairs,” Ms. Irani said in a post on X.

She said the Saudi delegation expressed sincere appreciation for India’s exceptional digital initiatives, particularly in providing essential last-mile information to pilgrims. “Our proposal to encourage the participation of women without Mehram in the Haj pilgrimage further underscores our commitment to inclusivity,” she added.

Discussions also encompassed plans for the enhancement of medical facilities, ensuring the comprehensive well-being of all pilgrims, she said. “I deeply value the collaborative spirit exhibited during these deliberations and eagerly anticipate the continued fortification of our bilateral relations.”

During the meeting, India’s digital initiatives in facilitating and promoting ease and convenience for the Haj pilgrims were greatly appreciated by the Saudi side and the Gulf Kingdom offered to extend all possible help, the statement said.

“The initiative of the Government of India towards encouraging participation under the Ladies without Mehram (LWM) category was discussed, deeply appreciated and lauded,” it added.

Ms. Irani and Mr. Muraleedharan later visited the Haj Terminal of King Abdulaziz International Airport, Jeddah, to oversee the arrangements for pilgrims and explore ways to facilitate better logistics and monitoring mechanisms for their convenience.

They also met with Prof. Dr. Ali Erbaş, President of the Directorate of Religious Affairs (Diyanet) in Türkiye and Dr. Hj. Na’im bin Hj. Mokhtar, Minister in the Prime Minister’s Department (Islamic Affairs) separately on the sidelines of the signing of the bilateral.

“Productive discussions today with Prof. @DIBAliErbas, President of the Directorate of Religious Affairs (Diyanet), Türkiye. Explored avenues for shared growth and stronger India-Türkiye bilateral ties, while exchanging insights on Haj management and adoption of best practices for enhanced pilgrimage experience,” the Union Minister said in another post.

During the meetings, experiences on Haj management and administration were shared and there was an exchange of ideas on best practices with the respective counterparts.

The scope for digital initiatives for seamless delivery of services, setting up and enhancement of robust and reliable medical facilities for the pilgrims, and measures taken especially for the care and facilitation of the women pilgrims were particularly discussed.

“It was further resolved that avenues and scope for further exchange of ideas and collaboration would be explored so as to ensure that maximum benefits from the adoption of best practices accrue to the Haj pilgrims,” another statement said.

Ms. Irani, earlier in the day, arrived here on a two-day visit. She was received at Jeddah Airport by Ambassador Dr. Suhel Khan, Consul General Mohd Shahid and officials of the Saudi Ministry of Haj and Umrah.

Ms. Irani, also serving as the Union Minister for Women and Child Development, will also meet the Indian business community and Indian diaspora in Saudi Arabia.

On Monday, she will attend the opening ceremony of the third edition of ‘Haj and Umrah Conference’ in Jeddah being organised by the Saudi Ministry of Haj and Umrah Affairs.

The Indo-Saudi partnership has deepened in recent years, marked by sustained engagement across various sectors. The visit will further strengthen the strategic partnership placing Haj as a vital dimension in this relationship, the statement said.

More flights, visa rules eased for Indian ‘Umrah’ pilgrims: Saudi Haj minister

New Hyderabad: Saudi Arabia has revised visa regulations and increased dedicated flights to India so that more Indians can perform “Umrah”, or the pilgrimage to Makkah done outside the month of Ramzan, Saudi Hajj and Umrah minister Tawfig Bin Fawzan Al-Rabiah has said.

With 1.37 million Indian Muslims expected to perform Umrah in 2024, up from 1.2 million in 2023, Al-Rabiah said in an interview that Indians no longer require a specific visa for Umrah and can perform the pilgrimage with work or tourism visas. He also lauded the role of Indian expatriates in the economic and cultural enrichment of Saudi Arabia.

Q. What is the purpose of your visit to India?

A. During my time in India, I will have the opportunity to witness the inauguration of the “Nusuk” platform exhibition to showcase advancements in electronic services tailored for pilgrims. The platform’s primary objective is to elevate the Umrah experience, offering a range of digital services and resources designed to enhance the spiritual journey of visitors to the Two Holy Mosques in Makkah and Medinah.

“Nusuk” also seeks to introduce pilgrims to historical and Islamic landmarks in these sacred cities, emphasising their visit’s cultural and spiritual significance. The event will showcase a collective effort to maximise the impact of the pilgrimage, providing innovative tools and services to support Umrah performers throughout their journey.

Q. What measures have been taken to facilitate the arrival of more Indian pilgrims? Could you shed light on recent changes and how they impact their experience?

A. To accommodate a larger number of Umrah pilgrims, agreements have been brokered to augment the number of dedicated flights catering to pilgrims from India. This expansion encompasses the introduction of direct flights from multiple Indian airports to Jeddah and Madinah, facilitating seamless travel.

Additionally, a strategic increase in seat capacity on Saudi Airlines has been implemented, mirroring the growing demand for Umrah pilgrimage. These collective measures aim to streamline and enrich the experience for Indian travellers, underscoring a concerted effort to ensure a smooth and expedited journey for all Umrah participants from India.

Recent revisions to Umrah visa regulations for Indian Muslims mark a significant shift, notably eliminating restrictions based on their previous visa status and introducing a user-friendly e-visa system. These changes streamlined the visa application process, leading to accelerated approvals and fostering an environment of inclusivity and heightened security.

Noteworthy adaptations include extension of the Umrah visa to 90 days. To streamline Umrah visits, individuals looking to perform Umrah can now acquire an entry visa within 48 hours. Additionally, Indian travellers are authorised to undertake Umrah in Saudi Arabia using their work, tourist or Umrah visas and with a UK, US or Schengen visa or residency in these countries. Furthermore, Indians keen on performing Umrah can obtain a stopover visa.

These measures are specifically designed to provide Indian pilgrims with enhanced flexibility throughout their journey, particularly benefiting women embarking on independent Umrah trips. By promoting gender equality and cultivating a safer, more embracing environment, these changes collectively aim to ensure a more fulfilling and secure pilgrimage experience for all travellers.
